The chapter coordination problem

Subdivide your volunteer base into chapters, regions, districts, or teams, up to two levels deep. Whatever you call them internally, Command calls them Groups.

Chapter leaders see their chapter. Regional staff see their region. National sees everything. Nobody manages separate accounts or separate logins.
Field reports
Chapters submit their weekly numbers on the counters you define: calls made, doors knocked, meetings attended, whatever you track. National sees each chapter's history and the organization-wide total, without chasing anyone for a spreadsheet.
Shared training, local execution
Build a training module once at national and every chapter has it. Chapter leaders assign work locally. National sees who completed what.
Chapter leaderboards, or organization-wide
You choose the scope. Let chapters compete against each other, or run one organization-wide board. Either way, rankings come from outcomes: people recruited, money raised, training completed, not hours logged.
